What would be a good way to simulate a game like this? A RPG with some abstract battle resolution solutions, or a strategic wargame with some RPG aspects to deal with diplomacy and various motivational issues?

I think its called Diplomacy (the board game). I have never played it but always wanted to. just don’t want to lose a handfull of friends

Diplomacy is there, but I was hoping for something more along the lines of a wargame with more open ended results. A diplomatic simulation.
